Human Rights visited and rated state prisons

Failures in health services, food and lack of staff training are some of the problems in BCS prisons.

Based on the 4 existing centers Baja California Sur had an average of 6.85 score in the diagnosis carried out by the National Human Rights Commission (CNDH).

La Paz Social Reinsertion Center had the highest rating with 7.08, followed by Ciudad Constitución with 7.01, Santa Rosalía with 6.93 and finally the San José del Cabo center with 6.38.

In terms of population La Paz held 457 men out of the 634 existing spaces, as well as 33 women out of a capacity of 33; in San José del Cabo the population exceeds capacity by almost double, as there are 403 in a space designed for 236 inmates.

Continuing with Ciudad Constitución, there are 132 people in the social reinsertion center, out of a space for 143 and, on the verge of reaching the limit, in the Santa Rosalía Penitentiary Center there is a population of 119 for a capacity of 121.


During the review, important issues to pay attention were detected, among which the following stand out: deficiencies in prisoner care; insufficient programs for the prevention and attention of violent incidents; deficient conditions in terms of materials and hygiene in prison facilities and in the kitchen and dining rooms; as well as insufficient security and custody personnel.

Among the positive aspects are the distribution of persons deprived of liberty, attention to LGBTTTI persons, non-existence of charges (extortion and/or bribes), as well as the capacity of the facilities necessary for the operation of the center.
